Signing of new CMD for the installation, operation, maintenance and safety of lifts
The development minister. Nests and Deputy Minister. Stavros Kalafatis signed the new Joint Ministerial Decision on the establishment, operation, maintenance and safety of lifts, new and existing, taking into account:
• Firstly, the protection of the maximum security of citizens, with little economic cost • The objective impossibility of enforcement of existing provisions, in accordance with the current date, • The need to improve the institutional framework that governs the operation of elevators and the rules governing the maintenance and monitoring function. The new CMD regulates mainly the following topics: • the rules on maintenance of elevators, • Licence periodic inspection and • the entries in the registers of Prefectures Note that the specifications described in EC Directive 95/16 will now concern entirely, only new lifts installed after 1999.
The new CMD exempt existing elevators installed before 1999 in houses, apartment buildings and hotels up to 200 beds, of the obligation to respond immediately to the specifications laid down in the existing EU Directive 95/16 for new lifts.
The safety agency also specifies all lifts except for the old lifts the security check will be conducted and recorded in accordance with the requirements of the construction period. For example, the old elevators are exempt from the mandatory fitting internal door or curtain safety light curtains, if the specifications applicable at the time of construction not provided. Where the use of spare parts or replacement parts, new parts (spare parts) to be installed during the servicing should be marked CE, according to ELOT EN 81.80. With this arrangement the phase response is achieved, where technically feasible, to ELOT EN 81.80. Finally it is possible to whoever the owner wishes to comply with his own will with the requirements of Standard EN 81.80. This setting not of obligation aimed at medium and long term technical convergence of old elevators with the requirements of 95/16, not further burdening households. Based on the fact that accidents in our country is limited, having secure during the past decades a high level of maintenance.

The elevators depending on usage and the number of stops the fall in various categories and each category is determined by the number of maintenance.
Also with the new JMD specifies the maximum number of elevators that can take a maintenance team and establishes the frequency of required maintenance for various class elevators. It is given the right to any authorized agent to take the elevator maintenance to 240 instead of 120 monthly maintenance in force until today. In this way a better monitoring and compliance testing, since the number of elevators is registered and controlled. By applying the previously existing provisions the number of maintenance per lift was difficult to control.
a) In elevators are installed in houses, as well as lifts to two (2) stops planned maintenance every two (2) months,
b) for lifts installed in buildings and hotels up to 200 beds provided for maintenance every 45 days c) for lifts installed in hotels over (200) beds, in hospitals, in public places, railway stations, airports, subways, and elevators generally used by the general public, or are exposed to specific effects of the atmosphere or ambient planned maintenance (2) times a month.
Extension license control
he new CMD provides new deadlines for certification for safe operation of elevators recognized control body. Under the new framework, the existing (old) lifts are grouped into four (4) categories and indicating the period within which the owners or administrators or legal representatives will be required to instruct and to perform periodic inspection of elevators by recognized bodies.
So this obligation by category of lifts is as follows: • For lifts are not legally registered as the D / ing Development Prefecture, the deadline for the obligation to check out the latest 31-12 -2012. • For lifts with installation and pre-approval for which they have passed thirty years, (30), from the date of installation, the timeframe for the obligation to check out the latest 31-12 -2010. • For other lifts facility with pre-approval period for the obligation shall specify the latest 31-12 -2011. • For elevators installed in public spaces, train stations, airports, subways and flyovers or generally serve the general public as well as in hotels with more than 200 beds, hospitals, etc. The deadline for the obligation to check out the latest 30 -06-2009.
The provisions of no. Fin. F / 9.2 / 29362/1957 / 8.12.2005 Joint Ministerial Decision (GG / 1797 / B / 05) brings the Greek law with the European Commission Directive 95/16 and adjusted safety rules and standards of operation of elevators. This harmonization, lifts grouped into new and existing. The elevators were installed until 1999 were classified as "current". The elevators were installed after 1999 were marked as "new". With the above JMD had given deadline for compliance of existing lifts in the new regulations until 31-12-2005, which was extended up to 31-12-2008. Note that the EU Directive 95/16 did not provide for the obligation of compliance of existing lifts to the rules governing the operation of new elevators.
So far, of all the lifts, approximately 5-7% have complied with the new rules.
